How to Change Skins in Minecraft Java
To change your skin in Minecraft Java Edition:
Open the launcher.
Select Minecraft Java Edition.
At the top of the center section, select the Skins tab.
Select a skin already in the library, or click New Skin.
If adding a new skin, you can name it in the text field and upload the .png file you saved earlier from your computer.
If you want to use it right away, click "Save and use", otherwise "Save" will just add it to your library for future use.

How to Change Skins in Minecraft Bedrock
Bedrock Edition of Minecraft handles the concept of skins differently than Java Edition. You can import .png files like in Java Edition (but PC only), use the locker to massively customize various parts of the skin, or download ready-made skin packs from the Marketplace.
To import .png file skins on Minecraft Bedrock Edition:
Start Minecraft Bedrock Edition from the launcher.
Click on Locker from the main menu.
Select the Classic Skins tab highlighted above.
Previously imported skins appear under Owned Skins, otherwise, click Choose New Skin.
Upload a .png file from File Explorer.

Dress up in the locker room:
Start Minecraft Bedrock Edition from the launcher.
Click on Locker from the main menu.
Select the skin you want to change and select "Edit Character", or select an empty slot.
Choose your base skin from the Minecraft default skins.
Either keep your default skin, or customize your character with free or purchasable items, from your hair to your shoes.
You can only have five skins set in your locker, and you'll have to delete one if you want to make room for another. On the plus side, it's technically more flexible than what you get by simply uploading skin files, as it lets you customize individual elements of your avatar. The problem is that many of the better options need to be purchased, unlocked through achievements, or claimed during special events.
